It uses ruby to generate source files. If you download instead qpid-cpp-0.12.tar.gz, ...
I actually downloaded it, from http://www.apache.org/dyn/closer.cgi/qpid/0.12/qpid-0.12.tar.gz
... that is a proper distributable release (rather than just an svn snapshot) and has all the generated code already in it (which _should_ avoid the need for ruby?).
