Sorry, I responded without carefully reading all of it.

You can put the options in qpidd.conf or put "--auth no" in the command line 
args to pass to the service when started. However, Darryl's question is 
important - what version? The command line passing feature works in the Qpid 
0.18 installer from Riverace.com and it works in the current development stream.
