No, at present "pip install python-qpid-proton" does not work on windows. This is tracked in issues PROTON-1468 & PROTON-1467. The cause is that the installation wants to build the proton c library, but this has proved harder than you'd think on windows, and only works on Unix. If you want to run proton python on Windows the best way to get it working is to build from the Proton source tree yourself. Part of the proton build actually uses the python bindings to test the c library so we know that the python binding works on Windows (it's just not well packaged) Sorry I can't offer better news - this is an issue we'd like to get fixed.
