Deepika, ServiceMix 3.3.1 comes with an embedded ActiveMQ broker instance. That instance can be configured by the conf/activemq.xml file. There's no real limitation on what you can configure in that file, it's just a Spring file with the ActiveMQ configuration so you can configure any kind of clustering, connectors, ... you want.
For ServiceMix 4,the full distribution also comes with an embedded broker, but some of the smaller distributions (like the NMR distro where you found this page) don't have the broker installed by default. The activemq:create-broker is just a convenient way for creating the same kind of Spring configuration file and getting it to run. Once you have the file, you can edit it and update the configuration just as for ServiceMix 3.
