As you suggested adding my local maven repository to org.ops4j.pax.url.mvn.repositories worked!
I'm still confused as to why it didn't search http://repo.fusesource.com/nexus/content/repositories/releases which was already in the list. Could it be that there is some firewall setting which is missing and it had to go through Nexus to get to the outside?
