Agree with 1, a clear document is always necessary.
About 2, I don't think we can set a "default" <config/> for activemq- web-console feature, as we can't say "Karaf" or "Servicemix" is the default OSGi container, the best place IMO is configure it separately in Servicemix/Karaf system.properties.
