And, when I set systemStartLevel to 19, I cannot use /system/console/install
to install the bundle.. I get 503.

Are there other ways to install OSGi bundle to felix instead of using web
console?

How do you deploy bundles to busy production server safely?

Do you just install the bundle using web console without start level
modification?
