Hi Carsten,

I'll enable DEBUG logging on org.apache.sling.installer.provider.jcr.impl and 
org.apache.sling.installer.core.impl in primary mode to see what it spits out 
when restarting it standby mode.

Should that suffice, or should I also enable logging elsewhere?

    hmm, ok, now the JCR installer thinks that the "primary" run mode is
    still active. So my first guess would be that this is the case. If thats
    really not the case, then this needs more debugging of the JCR installer
    and why it thinks that "primary" is still active.
