This sounds similar to what kolab is using. They store notes (contact and calendar data as well btw.) in mail folders. But with kolab the data is stored in XML (Version 2) or iCal/vCard (Version 1). But the storage backend may be a minor problem. As thunderbird has no frontend for notes the backend is not of much use.
