I selected None and English. Both have the same result.

I use Thai Language.

Any browser has the same result. I tried with IE, Opera on PC and  Safari on 
Ipad.

I can use Thai Font with other program while I have problem with sogo WEB UI.

Only mail. All the rest show Thai font correctly.
Most of the problem mail came from Gmail.

I found message source as:

Content-Type: text/plain; charset=TIS-620
Content-Transfer-Encoding: base64


Another mail also came from Gmail.
message source look like this:
