I emailed Szládovics Péter (the maker of the script (onlinedemo.hu) I've used
to install SOGo).
He responded with the following and that works!
"Please do the following (as root or as normal user):
sudo -u sogo defaults write sogod SOGoSupportedLanguages '(
English, German, Dutch )'
sudo -u sogo defaults write sogod SOGoLanguage Dutch
After then modify the corresponding values in /etc/sogo/sogo.conf
(like above) and restart the SOGo service."
P.S. I've also restared memcached (as a precaution)

No, that one works.
Could you try to remove SOGoSupportedLanguages completely, and see if
Dutch is then available?
Based on what you get, you should open a bug report in category i18n.
