I emailed Szládovics Péter (the maker of the script (onlinedemo.hu) I've used 
to install SOGo).
He responded with the following and that works!

"Please do the following (as root or as normal user):
        
        sudo -u sogo defaults write sogod SOGoSupportedLanguages '(        
English, German, Dutch )'
        sudo -u sogo defaults write sogod SOGoLanguage Dutch
        
        After then modify the corresponding values in /etc/sogo/sogo.conf       
 (like above) and restart the SOGo service."

P.S. I've also restared memcached (as a precaution)
