No.  Don't touch anything in /usr/share/spamassassin.  If you want to change
the report format, do so from local.cf.

You can go either way.  SA will read *.cf from /etc/mail/spamassassin.  I tend
to put it all in local.cf since it's all manually done -- if I was
auto-generating the whitelists I'd separate it out, but ymmv. :)
