I'm missing something though... You haven't stated what version of SA you're using, but I'm guessing 2.5 or earlier? In 2.6x and 3.x, the default for Report is simply the list of tests hit, and the full report w/ text etc isn't easily available in the header.
If you're using 2.5x or before, you can try use_terse_report.
Otherwise we need more info/your issue is not reproducable.

This matches the default report template in 10_misc.cf. Changing THAT to simply:
clear_report_template report _SUMMARY_
"fixes" my problem, but it seems odd that local cf directives aren't.
