Yes, that assumption is correct. Hence why single IPs downloading files
1 million times from a single mirror is a problem. And no, that's not
an exaggeration.
My conjecture is some people have setup minute cron jobs and the
installation is failing so it is downloading over and over and over.
It's a complete guess but I appreciate people speaking up.
