Why would a mail system tell senders about a 4xx reply? That means to
try again, not to bounce it.
I realize that old versions of sendmail sent those annoying "your
message has been delayed, retrying"

just a note - sendmail did not do this after single 4xx message but after
configured time, I think the default was 4 hours.
in postfix this is by default off.
