Rather than "extend POP/IMAP to send mail", which quite frankly will never happen (contact the author of the IMAP protocol, Mark Crispin, if you want the full rant -- you shouldn't have any trouble finding his email address if you search), please suggest that the SUBMIT protocol be used. RFC 2476 and 4409. See also RFC 4405.
