No. You can exclude it in other situations as well.

Usually it's running on the MX hosts.

We're using SA on our MX host, daemonized in MIMEDefang (a milter).
We're excluding SPF verified mail from "[EMAIL PROTECTED]", as well as mail from 
"209.237.227.199" (hermes.apache.org), from the SA test.

Just because some software running in some MX hosts can't do this kind of 
thing, it doesn't mean that no software in MX hosts can.
