You don't need it, try directly using CPAN:

cpan> install Bundle::CPANPLUS

Yes, but the entire point of the cpan2dist module is to avoid installing Perl modules via CPAN. I was just pointing out that it would be a bit ironic for me to have to install this particular module via CPAN.
