Its considered a dynamic IP? It isnt, its IGs server sending mail to our

Note that the TTL is 3600 for both reverse and forward records.
There are blacklists that won'd delist your IP if your TTL is this short,
e.g. sorbs requirs at least 14400.
There are mailservers who have their own way of checking for generic DNS
(and ip.ip.ip.ip is sometimes one of them...)
Seems someone has done really bad job setting these DNS records.
You can blame spamassassin if you want, but the real way to fix this problem
is changing DNS records. You really should blame your ISP or hostmaster
instead of spamassassin.
