Did you even browsed the thread? This whole thread is on how subversion does not support branching, and how subversion would be even better than what it is if it actually supported it.
And regarding suggestions on how to implement the workflow, feature branches are one of two workflows which are explicitly covered by subversion's documentation. Haven't you ever read the docs?
