Unless this guy has four names he's in violation of at least one Gmail Program Policy:

"Prohibited Actions
In addition to (and/or as some examples of) the violations described in Section 3 of the Terms of Use, users may not:

[...]

* Impersonate another person (via the use of an email address or otherwise) or otherwise misrepresent yourself or the source of any email

[...]

* Create multiple user accounts in connection with any violation of the Agreement or create user accounts by automated means or under false or fraudulent pretenses"

I believe Hotmail etc. have similar policies.

Reporting him to abuse admins is no violation of his freedom of speech
because the administrators on gmail and hotmail will decide if this
something that should be sanctioned, we only send our grievance to the
abuse dept. The abuse admins will then decide if we are overreacting.
