Yep, I think that would do it.

Of topic: Could it be that IE must know the engine that is used to render
the page prior to reading and interpreting javascript and css? If that's the
case, someone should seriously teach MS how to scan the head section for
this tag before starting the interpret phase :)

Occam's razor would probably suggest that..
