Ok. You've dealt with it a lot more than I have. I had thought we
started with it in the late 90's, but I guess I might be wrong on that;
I didn't go back and look anything up. The transaction and restart
stats are accurate, though...

They're not spreading misinfomation, they're just pushing people
to where they want them to go for their own purposes. We have been
running TC apps on windows for about 15 years (since TC 4.x), with
some of them taking more than 4 million transactions per day (up to
100 per second during peak times), and go months between restarts.
And even then, those restarts are just for windows security
updates.
15 years is a stretch even for TC4. In 1999, Sun donated the code to
the ASF which was merged with the existing Apache JServ product. The
name "Apache Tomcat" didn't exist until the donation of code from Sun.
15 years ago (1997), it was called Apache JServ and it was very
immature. It took until 1999 for it to be released as 1.0. I remember
helping evaluate Apache JServ versus Sun's Servlet Server (can't
remember what it was called at the time -- definitely not "Tomcat")
and coming to the conclusion that JServ was unstable and non-compliant
(and a pain to set up, because it required a web server in front!).
