It means that you can't simply drop a .war file and DB config into any arbitrary environment - you have to either provide extensive installation instructions for every type of platform (Windows x86, Windows AMD64, Windows IA64, Linux x86, Linux AMD64, HP-UX PA-RISC, Solaris x86, Solaris AMD64, Solaris Sparc, etc.), or do a lot of packaging work.
