Besides verifying that MySQL is actually running as David suggested, note that there's a mismatch in the cyclos installation instructions compared to what's in the cyclos.properties file. The instructions say to create a database named "cyclos", but the properties file refers to one named "cyclos3" in a couple of places - as does your error message.
