It is a wiki. Anyone can edit it... Also: Find help on http://tomcat.apache.org/ leads to http://tomcat.apache.org/findhelp.html which has a link to http://wiki.apache.org/tomcat/SupportAndTraining which feels about right to me in terms of prominence.
