Can you try the latest snapshot?
https://repository.apache.org/content/repositories/snapshots/org/apache/openejb/apache-tomee/1.6.0-SNAPSHOT/

I've moved all current interface out of the main distribution. The TomEE UI
will basically show the installer page.

If you want to have access to the Groovy/Javascript console, you will need
to install
https://repository.apache.org/content/repositories/snapshots/org/apache/openejb/webaccess-gui/1.6.0-SNAPSHOT/
