Does it ask to download the installer? Strange. It is probably trying to
download the link. What's your browser? Can you try with another one?

The console is out of the main distribution due to its size. We want to
keep TomEE as lightweight as possible. In order to have the groovy console,
it would need to include groovy dependencies.
