RAM to Disk Cache Ratio

Hi,
I have allocated 2T for Cache and 10G as RAM cache. As per docs there is 
10MB of RAM required for 1GB of disk space. But in my case all 10G is 
used up early. Is this normal? Can someone please guide on this.
