[users] user-specific templates

I've been given senior access to a vegadns server, as the lower levels 
did not give me the power I needed, but I'd like to change the templates.

I cannot seem to find documentation describing this; are the DNS 
templates user- or group-specific?

Will this affect everyone else with similar access? There are about 12 
other users on the server.
