ok I just added a label outside of the webmarkupcontainer and added the tooltip stuff to it and it works perfectly.
So the problem is the webmarkupcontainer. Everytime it is refreshed through ajax instead of refreshing the entire page, I lose the connection between the css and the html inside the container. I am sure I have to add something to link these together but I am not sure what that is. Any ideas would be greatly appreciated.
