XWiki Enterprise provide since version 1.2 an ajax based
users/groups/rights management interface located in the Administration
panel. It's really easy to use. In your local XE you installed you can
access it at http://127.0.0.1:8080/xwiki/bin/admin/XWiki/XWikiPreferences
(Global Rights, Space Rights, Users, Groups).
