Sorry to be stubborn. We use exactly both of them on an apache 2.1.It does not change anything to the content, hence to output URLs, it only maps one way.
So if an xwiki pages contains ../../inline/xxx whereas the original path is <host>/bin/Main/WebHome, the browser will submit the URL <host>/inline/xxx which breaks.
