It isn't possible with the default code, but it can be added if you write a 
java class that extends 
com.xpn.xwiki.user.impl.xwiki.XWikiRightServiceImpl and performs this check. If 
you are prolific in 
Java programming, it shouldn't take more than a couple of hours to understand 
the current rights 
management class and add what you need.

By default, no. It's too specific for general usage, and, as the others already 
said, there's a 
workaround for this.
