If I am understanding correctly, to delete spaces I think you can go to "Index" on the quick links panel and that will show you all your spaces. There is even a search box for spaces, you can copy, delete, rename, and add rights buttons from here. For your second question, if you are talking about the quick links panel you can click the "edit this panel" link under Quick Links panel. You need to have the necessary rights to do all this, so if you are logged in as an Admin all of these options should show up.
