You need to read:
http://extensions.xwiki.org/xwiki/bin/view/Extension/Velocity+Macro+Filter

It explains the various filters and how they work.

The HTML filter doesn't put any new line.

What you want  in your second example is:

(note the $nl to insert a new line).
