First of all, in your screenshot the default language is set to en. Then, you need to understand the distinction between the language of the UI (menu text, button labels, notification messages, etc.) and the document language (the language of the content of a document). The list of available languages you are referring to, displayed on the top right side of the page, represents the list of languages the content of the current document has been translated to. In this particular case, the content of XWiki.XWikiPreferences document has been translated only in English, which is normal because this page contains code, and code shouldn't be translated. If you create a new wiki page, you'll see that there is a panel that lets you translate the content in any of the supported languages. Once you translate the content you'll see the languages listed in the top right corner.
