You should find more details on why it fail in the log. You should take a look at http://platform.xwiki.org/xwiki/bin/view/AdminGuide/Attachments and specifically http://platform.xwiki.org/xwiki/bin/view/AdminGuide/Attachments#HAttachmentStorage.
