Payne One Thorton Court Potomac Falls, VA 20165-6229 Dear Mr. Payne: This responds to your letter advocating the "metrication of postal services in the United States." Thank you for writing. The Metric Conversion Act of 1975, Public Law No.94-168, 15 USC 205a et seq., applies generally to Federal "agencies", but not specifically to the Postal Service. Similarly, Executive Order 12770, Metric Usage in Federal Government Programs, is directed to "executive branch departments and agencies", terminology that does not include the Postal Service. The Metric Conversion Act seeks to have the Government promote metrication by using metric specifications in procurements and construction projects. However, the procurement and property statutes referred to in the act are ones from which the Postal Service is also exempt. Considering the above, I can only refer your suggestions, as information, to other officials who consider changes in our rate structure.
