In USMA 10714 Michael Milstein was reported to have written:

Reports by travellers to Liberia and Burma indicate that these countries
are metric like their neighors, although there are remnants of their old
measures.
Presumably these countries don't chose to be members of the Bureasu
international des poids et mesures because of the cotisation and other
expenses involved.
