        Enforcement of fill to prevent fraud is based on the
*largest* of multiple declarations of fill, whether the unit of
the largest declaration is metric or nonmetric.

        Acceptance is based on the statistics of variations from the
maximum declared value.  Some individual containers may be underfilled
if a sufficient number in the batch being inspected are overfilled.

        However, there is a MAV (maximum allowed variation) which is
applied to all the containers in the batch.
