Certainly, the ISO 8601 format is not and will certainly not be used
in common language. In France, and I guess elsewhere.
In written language not more, except in some technical fields.
To directly answer your question, most people in France are able to
*understand* ISO 8601. They are not prepared to *use* it (except on
their computer, for ease of sorting files - my case).
