My parents have told me that during and after World War II, whenever 
GIs were being mistreated by the local people around military bases, 
the military would start paying the GIs in $2 bills. The sudden glut of 
those bills in the merchants' tills would emphasize the impact the 
soldiers and sailors had on their economy. Then, of course, a $2 bill 
was not the "chump change" that some today might consider it.
