This reminds me of a baseball situation:
There is a guy on first (who rarely steals) and there are two out.
The pitcher allows himself to get distracted to the point that he throws
strike after strike to 1st base and ball after ball towards home plate.
There is nothing, in Mr. Elwell's opinion, which prevents anyone from
approaching whomever they please in forwarding the use of SI in the U.S.A.
Moral: concentrate on the batter!
