The BWMA would cry at once: Metric downsizing!
That can NEVER happen in Imperial countries!

ROMAN SERVICE STATIONS CHEATING CUSTOMERS
Carabinieri have shutdown 80 pumps of super and "verde" gasoline in Rome.
About 50% of all pumps examined were deemed to be "irregular." The gas
stations were selling less fuel than was indicated on the pump displays. In
a sweep of seven popular service areas, five of them had to be closed.
Indications on the pumps were altered without authorization. Carabinieri
determined that out of every 20 liters of fuel being sold, only 19 were
actually being distributed. Two service station owners were charged with
commercial fraud.
