Here's an idea: do what the Sierra Club did, and create two entities.
Sierra Club: active lobbying with legislatures, politicians; outright
advocacy. Contributions not tax deductible.
Sierra Club Educational Foundation: educational/informational activities.
Contributions are tax deductible.
People can donate to one or both -- maybe some would consider the ability to
lobby more important than getting the tax deduction. (I would be in that
group.)
