Adrian,

In New York, the Department of Transportation does not handle
the issuance or regulation of driver licenses.  That is handled
by the Department of Motor Vehicles.  The NY DOT is responsible
for coordinating and assisting in the maintenance of the state's
various transportation facilities, highways, ports, and mass transit
systems.

But, perhaps Howard Ressel can offer some information.
