I agree that if Americans pay 2 % more than Mexicans, then Americans pay
102 % of what Mexicans pay. But we disagree on the next statement. I say
that Americans pay 0.02 times more since 2 % = 0.02. "Of" implies
multiplication as in "102 % of" whereas "more" implies addition--in this
case addition of 2 % of the basis.. But if you say that Americans pay
1.02 times more, you are saying they pay 102 % more, i.e., 2.02 times
the basis, not 1.02 times the basis.

Turn it around. If something is put on sale for "10 % off", that implies
subtraction of 10 % of the basis. One pays 0.90 times the base price, or
0.10 [times the base price] less.
