Bill,

The NIST Handbook 130, "Uniform Laws and Regulations" 2001 Edition, states
on page 209, listing jurisdictions, "ALCOHOLIC BEVERAGES (BATF)" and
that is *all* there is in the entire HB 130 on alcoholic beverages.

FPLA and UPLR do not apply.  BATF has total control.
