If you read the article, you would see that the demand was coming from the
auto industry and not highway construction.  In fact that point was
specifically mentioned.  It also mentioned some metric demand is for support
items needed to service and repair imported metric goods.

But, with the recession, there could be some drop in demand.  But, for every
drop in demand for something metric, you know the drop is much greater for
FFU.  I'm sure with the demand for FFU decreasing, it has to be making FFU
very expensive, which has to help push business more into the metric usage,
just save cost and increase sales..
